When is a file discrepant?
If PolkMIS contains a Community Inclusion event but the reviewer does not find sufficient documentation that the participant has met the Community Inclusion Outcome criteria, then the file is considered discrepant. This would be an overreporting discrepancy.

If PolkMIS does not contain a Community Inclusion event but the reviewer finds sufficient documentation that the participant does meet the Community Inclusion Outcome criteria, then the file is also considered discrepant. This would be an underreporting discrepancy.
