The Community Inclusion outcome is measured as the percent of participants who exhibit ongoing involvement in community inclusion activities during a given fiscal year. Ongoing involvement is defined as participating in at least three qualifying activities within one category of community inclusion during the fiscal year.

For an individual to meet the Community Inclusion outcome, he or she must participate in at least three community inclusion qualifying activities within the fiscal year. At least three of those activities must all be within the same category of community inclusion. In other words, to meet the Community Inclusion outcome for the year, a participant has to participate in at least three activities in the civic category or at least three activities in the spiritual category or at least three activities in the cultural category. These activities may be three occasions of the same activity or different types of activities within the same category.

The idea is that participants should be encouraged to participate in community-based activities that promote engaging others in their community, regardless of disability. This can occur most likely when participants have repeated attendance in the same or similar settings where they are likely to interact with others from the community. This also provides members of the community the chance to perceive these  participants as members of the community and be open to interaction over time.
